Digital Signature Certificate (DSC) for Income Tax Filing: Complete Guide
What is a Digital Signature Certificate (DSC)?
A Digital Signature Certificate (DSC) is an electronic document that serves as the digital equivalent of a physical signature. Under the Information Technology Act, 2000, a DSC has the same legal validity as a handwritten signature. It is issued by licensed Certifying Authorities (CAs) appointed by the Controller of Certifying Authorities (CCA), Government of India.
In practical terms, a DSC is a small file stored on a USB token (hardware dongle) that contains your identity information — name, email, PAN, organization, and the digital signature of the Certifying Authority. When used to sign a document, the DSC creates a unique encrypted "hash" that mathematically binds the signer's identity to the document. Any subsequent tampering with the document invalidates the signature, providing tamper-evident security.
DSCs are mandatory for several government e-filing processes in India, including income tax returns for companies, GST returns, Ministry of Corporate Affairs (MCA) filings, e-procurement on GeM portal, and various e-tendering platforms.
Types of Digital Signature Certificates in India
The CCA specifies different classes of DSCs based on their level of security and verification rigor:
| Class | Verification Level | Used For | Validity |
|---|---|---|---|
| Class 1 | Basic email/PAN validation | Personal email encryption and basic authentication (rarely used in India) | Discontinued for most purposes |
| Class 2 | Identity verified against a trusted, pre-verified database (e.g., PAN, Aadhaar, Voter ID) | Income tax e-filing, GST returns, MCA filings, e-procurement, e-tendering, DGFT | 1, 2, or 3 years |
| Class 3 | In-person verification by the CA's Registration Authority (RA) | High-value transactions, e-auctions, court filings, patent filings | 1, 2, or 3 years |
| DGFT | Special class for Directorate General of Foreign Trade | Import-export code (IEC) filings, export incentive claims | 2 years |
Class 2 DSC — The Most Common Choice
Class 2 DSC is the most widely used digital signature certificate in India. It is sufficient for:
- Income tax e-filing (for all taxpayers including companies)
- GST return filing on the GST portal
- MCA filings (annual returns, financial statements, director KYC, etc.)
- E-procurement on Government e-Marketplace (GeM)
- E-tendering on various state and central government portals
- EPFO (Employees' Provident Fund Organisation) filings
- DGFT (Directorate General of Foreign Trade) filings
- Trademark and patent filings
Class 3 DSC — High Security
Class 3 DSC requires the applicant to appear in person before the Registration Authority (RA) for identity verification. It is used for high-security applications such as e-auctions, court document filings, patent filings, and certain high-value government contracts. For most business users, Class 2 is adequate.
Who Needs a Digital Signature Certificate?
The following categories of persons and entities are required or strongly recommended to have a DSC:
- Companies registered under the Companies Act, 2013: DSCs are mandatory for all directors for filing MCA documents (annual returns, financial statements, director KYC, change in directors, etc.).
- Chartered Accountants (CAs): Required for certifying audit reports, tax audit reports, and other certifications uploaded on the Income Tax portal and MCA portal.
- GST-registered businesses: While individual taxpayers can file GST returns with an OTP-based Aadhaar e-sign, companies and LLPs must use DSC for GSTR-1 and GSTR-3B filings.
- E-procurement participants: Any business bidding for government tenders on GeM or state procurement portals needs a DSC.
- Income tax assessees: Companies, firms, and individuals who need to file ITR-6, ITR-7, or any return with audit reports (ITR-3, ITR-5) typically require a DSC for e-filing.
- Importers and exporters: DGFT mandates a DSC for filing IEC applications and other foreign trade documents.
How to Get a Digital Signature Certificate in India
The process of obtaining a DSC is straightforward and entirely online. Here's a step-by-step guide:
Step 1: Choose a Certifying Authority (CA)
The CCA has licensed several Certifying Authorities to issue DSCs. The most popular ones include:
| Certifying Authority | Website | Class 2 Price (1 year) |
|---|---|---|
| eMudhra (emSign) | www.emudhra.com | ₹500 - ₹1,200 |
| Sify Technologies | www.sifycorp.com | ₹600 - ₹1,500 |
| Capricorn Identity Services | www.capricorn.co.in | ₹500 - ₹1,000 |
| VSign (Verasys Technologies) | www.vsign.in | ₹500 - ₹1,200 |
| IDrSign Solutions | www.idrsign.com | ₹500 - ₹1,000 |
| National Informatics Centre (NIC) | www.nic.in | Free (government entities only) |
Step 2: Select DSC Type and Validity
Choose between Class 2 or Class 3 (most users need Class 2). Select the validity period — 1 year, 2 years, or 3 years. Longer validity offers better value (typically 3 years costs only 2x the annual price).
Step 3: Fill the Online Application
Visit the CA's website and fill in the online application form. You'll need to provide:
- Your full name (as on PAN card)
- PAN number
- Email address
- Mobile number
- Date of birth
- Gender
- Address
- Organizational details (for business DSCs)
Step 4: Upload Required Documents
Upload scanned copies of the following documents:
- PAN card (mandatory for identity verification)
- Aadhaar card (both sides) — used for e-KYC/ biometric verification
- Address proof (Aadhaar, Voter ID, Passport, or utility bill)
- Passport-size photograph
- Proof of business (if applicable) — Certificate of Incorporation, GST registration, etc.
Step 5: Complete the Verification Process
The verification can be done in two ways:
- Aadhaar-based e-KYC (Online): Most CAs now offer instant e-KYC verification using Aadhaar OTP. This is the fastest method — verification happens in minutes.
- Physical verification (Offline): You can also visit the CA's Registration Authority or authorized agent for in-person verification.
Step 6: Make Payment
Pay the DSC fee online via credit card, debit card, net banking, or UPI. Prices start from ₹500 for a 1-year Class 2 DSC. If you need a USB token (dongle), there is an additional charge of ₹300-₹800.
Step 7: Download and Install DSC
Once payment and verification are complete, the CA will issue the DSC. You will receive an email with instructions to download and install the certificate. If you opted for a USB token, it will be couriered to your address, or you may receive a digital download link for installation on an existing token.
How to Use DSC for Income Tax E-Filing
- Install the DSC drivers and middleware (provided by your CA) on your computer.
- Connect the USB token to your computer.
- Go to the Income Tax e-filing portal (www.incometax.gov.in).
- Prepare and submit your ITR as usual.
- On the "Review and Submit" page, select "Digital Signature" as the method of verification.
- Click "Sign and Submit" — a popup will appear asking you to select the certificate.
- Select your DSC and click "Sign."
- You may need to enter the token PIN (provided by the CA).
- Once signed, the return status changes to "Filed" with a DSC stamp.
Note: ITR filed with a DSC does NOT require a separate ITR-V form to be sent to CPC Bangalore. The filing is complete and verified instantly.
